A technical manual and its maintenance records travel with the equipment, not with the office. They ride in vehicles, get set down on wet ground and wedged between tools, and a paper manual in that setting loses its cover first and its pages after. A record that cannot be read at the next inspection is a record someone has to rebuild.
The maintenance manual case is a heavy-duty cloth pouch made for exactly that. The manuals and records go inside, the flap closes over them, and the cloth takes the scuffing instead of the paper.

The case is sewn from olive drab cotton duck, a tightly woven, heavy cotton cloth, finished to be mildew-resistant and water-repellent. Mildew matters for any cloth that is stored damp, and a case that sits in a locker between uses is one that will be stored damp sooner or later.
